Yes, but the hard board can only be used during practice, not during competition.

Each base grid must contain one device. The overall project must not exceed 180 × 60 cm. Overlapping Boundaries: Lenient interpretation for devices spanning areas; valid explanation of Base Plate ownership by Contestants is accepted.

Could you please explain the gluing specifications in GM basic?
Target Area Material Processing: No adhesives (e.g., super glue). Violations result in 0 points for that device, but no total score deduction. Gluing on the Target Area is not penalized, but if gluing prevents Rotation back to the required angle, it results in disqualification unless a compliant Target Area is provided immediately. Five-hole Rod is mandatory for Target Area; an additional layer may be added, but no restrictions on the Mechanical Design of devices 1-8 and the catapult.
